UPDATE (2:30am): They are counting provisional ballots and absentee ballots. The recount will be in two weeks if Sore Loser requests it. MSNBC is saying the lawyers will spread across the state starting tomorrow to try to find irregularities. They will try to buy this, one way or another, mark my words.

With 99% of votes counted, Webb is leading Allen by almost 12,000. It's still under the 1/2 of 1% difference though, which means Allen, the Sore Loser, can ask for a recount to be paid for by the state.
